Follow given steps to add this section:
In the theme editor, click Add section
Search Custom Block,
Click to add section and click Save
Click on add block to add text, product, collection, image, video and custom html.
Choose color scheme from section and for blocks, choose from each blocks.
You can manage block appearance from each block.
